There seems to be a difference between the usual summoned servants (Gil) and the dolls, wands, and magical girls that "include" the summoning card's powers.
That and there are still two Archer cards. Perhaps Gil's come into being when the other Archer card become a manifested clone of Illya? Or his is different.
All the other cards had a spirit/servant in them, but only Gil escaped. Though there shouldn't be an eighth card normally.
