Appearances can be deceiving, there are a number of things that can be evident to Issa being manipulated, like why is Gyokuro the head of the Shuzen family, while Issa is not, even though Touhou mistakenly assumed that he is still the current head. I can't shake it, but something is definitely up with Issa.
