I always thought Wahlgren's Tsuruya
did sound a lot like her Haruko. Granted, it's the more manic Haruko, not the awesome laid-back Haruko, but still the same voice, more or less... Go back and listen especially to her lines (and EPIC laugh) in the movie episode.
FLCL really was a pantheon-level dub, wasn't it? Right up there with Bebop and Trigun...
