Wasn't even his brother-in-law. According to the game Orikakan had been manipulated by some spell that made him believe Hakuoro was Rakushain. He was nothing more than Niwe's pawn, meant to rile Hakuoro up.

So that would imply that there is a true Rak Shine out there some where, surviving numerous stabs to the stomach, and quite an evil guy.... Interesting to see when he finally meets up with Hakuoro.
