Nah... Kishi is always trolling us with Naruto being the dumbest ninja. But when it comes to important things, he is not (so) dumb.
Jiraiya for instance, even Orochimaru (and Tsunade) called him dumb. They say that Kushina and Naruro share same personality, but Kushina even taught Minato Sealing Jutsus.
Naruto is a comic relief by himself.... but he can kick some butt.
