Because if Kyonko initiates the kiss, she'd be fulfilling her shoujo fantasies of the "true love's kiss" and all.
Since the "true love's kiss" does not, I assume, involve passionate, tongue-on-tongue snogging, (which is what Haruki, a hot-blooded GAR male, would try to do) she'd be pretty damn shocked.
But we aren't having her slap him, we're having her give in and then wake up.
So it's all okay.
