I don't remember who declared war first on whom in the novel, but I do know there's a good reason for Class A to want to challenge F, which might surprise you (though there were a couple hints this episode, and in the OP for that matter).
I'm not sure if that's the reason the anime's going to use but it seems the most plausible to me.
