Now, it was 3 AM when I was watching this, but what I made of that scene was that Kanade physically couldn't stay because if she were to love Otonashi that would fulfill her and make her disappear, since she still abides by the rules of the world, whereas Otonashi could stay around as long as he pleased because he was kind of a glitch anyway.
