All of the character rankings that have ever been mentioned here are generally the Japanese ones.
Personally, I think that while people find Accelerator dark, disturbing, and generally cool, the one they like better is Touma because he embodies a lot of what people want to be like. It's easy to say, 'Oh, he just snapped' in Accels case and admire from afar, but in Touma's case, he's the person you most want guarding your back or being your best friend.
