Plausible but questionable, special people tend to have strong weaknesses, some more obvious than others, but most of the time those are overlooked or unavoidably ignored because of the very nature of their special talents. Hard workers tend to be more adaptable and, like Teana against the numbers, tend to cash better not only on their strenghts but also the strenghts and weaknesses of their opponent's and the enviroment itself, or the tools/strategies/set ups available in the case of people competing on laboral/scientific fields instead of fighting/sports.

Even if the utmost limit of the hard worker is below the one of a special person the hard worker will still have chance as long as it have confidence on it's resources and enough creativity to work with those.

If i consider someone in the Nanoha cast capable of face the Huckebein just with pure brains and skill that must be Teana.

By the way, Chrono being "below" the Aces in StrikerS was never confirmed(and probably will never be considering his current desk job xDU).
