Not Counting the Original Sage of Six Paths (I consider hims as God, so i don't count him)

I'd Say that Madara and 1st Hokage were the Strongest in their Prime and their strength we equal. 1st Hokage only one because of will of fire, Divine Wind, Luck. we now now that these guys stood at the top of the Ninja world.
