Garen/Taric is an oldschool bot lane. Not saying it's as strong as a normal bot lane combo but proceed with caution against them.
No boots with 2x PD is comletely fine
I'd argue about bot lane being the most important. If top lane ever gets behind it will stay behind forever. And if you're a roaming mid like Ahri, Kassadin etc any early advantage can be huge.
