And here are the things that I think are worth noting...

The system tags people "target for enforcement" at PP of 60 and above.
At 04:13 why does the system have to specify over 100. 60 probably means "latent criminal" but as ginoza mentioned the criminal is "far enough gone that we don't need to wait for Sibyl Judgement." So just being tagged as latent criminal is not enough for immediate enforcement. Sibyl will probably still need to analyze except if PP goes above 100.
At this point I have no idea what the other specified numbers are. Like the over 120, 160, and 190. Maybe it doesn't really have a meaning lol.
And also I have to note that I'm still unsure if they can actually set the gun mode themselves. There are instances where it implies they can but it can simply be an animation error.
