No idea. Their community was one of the biggest in the East Region so maybe it had some purpose after all.

You mean Izayoi? He wasn't exactly holding back against her. He was already injured from his fight with Weser so it was more difficult to do so. And besides that there was a talk involving the characters to decide who was going to defeat Pest. Izayoi accepted it (Asuka or Kuro Usagi, don't remember) because he was injured, if not he could probably defeat her.
