From what I can tell:
Level 1 (15 times) -> Level 2
Level 2 (30 times) -> Level 3
Apparently, using level 1 while at level 2 is worthless for leveling up.

1 - Use always hit moves, haze, or phaze (roar, whirlwind)
2 - Switch or use always hit moves.
