In Japanese there is an idiom トカゲの尻尾切り (rough TL: A lizard cutting off its tail) which stems from the practice of lizards sacrificing their tail to a predator to save their own life. The idiom has a similar meaning, where an organization will cut someone as a scapegoat to save their rep. Oishi here is just wondering if the news of the grandson will leak, create a huge scandal, but even if it does the government will cover it up. That's all. I wouldn't read too much in that line.
