I thought at first it was Laplace Demon or Barasuishou who used it to lure Shinku in the N-field, but it might be Suigintou herself who used it as a medium to contact Shinku while she was sleeping.
I would need to watch the scene again, but I don't think Meimei "returned" to Shinku, it just contacted her the same way Shinku sent her after Hinaichigo in one of the first episode
