As I said, high grade prosthetic is outlawed... and damn expensive to buy. Anyone need such aren't common people.
And despite the supposed feature, it wasn't exactly like superhumanly gamebreaker MGS cyborg, more like Ghost in the Shell one.
Whereas low grade prosthetic rarely used anyway, due to aforementioned reason.
