Angel Beats! - can't say it has well developed romance but worth a watch.

Bakuman - is mostly focused on manga creation but first half of 1st season was romance heavy. But it wasn't my kind or romance, I think it is too old fashioned.
Clannad - especially second season is romance heavy.

Kaichou wa Maid-sama!
Kami nomi zo Shiru Sekai - really like this one, find it funny
Love Hina - anime is fine but manga is really good
Mai-HiME - with action
Mayo Chiki!
Otome Youkai Zakuro - with action
Romeo x Juliet - well that's a given
Rosario + Vampire - manga is ton times better!
Spice and Wolf

Toradora!

Vampire Knight - with action and vampires
