Besides, the Inverse Ninja Law applies even here to an extent! The Konoha 11 would be wise to dismiss the army and patrol the area in groups of 2 or 3. Aside from the bonus they get for Acting Conveniently Stupid, they also get the Small Number of Elite Ninja bonus.
