Another possible reason L-Elf busied himself with the elections and let Haruto run around without supervision even after seeing OS-tan's behavior; Now Haruto won't feel safe with anyone besides his professional puncher -safe for them that is- thus end up even more dependent on him and L-Elf won't have to deal with his "not this shit again" attacks until OS-tan gets hungry again (I mean hey even super soldiers need sleep) OR risk an attack during a crisis.
