I got my books from Kinokuniya NYC last week. They said it would take 2-3 weeks, it took 4 days. Weird.
I have to say, I really dig the artwork in this series... except maybe the way they draw Meichi and Naruki. Meichi just looks way too weepy, and Naruki's eyes are too small and too far apart. Mifi looks better in this version, though, and Nina and of course Felli look great.
Anyway, here's the summary of the first half of volume 3. I'll do the summary for part two later. It's a new storyline. This one finishes up the storyline from volume 2.

The volume starts off with a great inside front cover color artwork of Felli in her red waitress outfit. On the other side is Flossy the sheep. No, I don't know why. They seem to like the sheep for some reason.
Anyway, Nina is desperately fighting the FM, and she can barely see through the blood in her eyes. Sharnid warns her not to faint or collapse, or she'll get eaten. She's being very Nina about the whole thing, fighting with every last bit of her power to save the city. And when things look their most hopeless, as she's lying on the ground with a torn-up shoulder, about to become bug food... Fon-Fon saves the day and annihilates a bunch of bugs with his metal wires. (The artwork here is really good. The expressions on Nina's face are great.)
Nina is of course wondering, What woke him up? Because when she last saw him, he was in total coward mode. She asks him what the weapon is, and he explains how the metal wires work. He explains that this particular dite is difficult to control properly, so he has to be careful.
She's just in shock that those metal wires can cut through the hard shells of the FMs that she had such difficulty with.
Then he asks Nina if he helped her. She said it's okay now. He then gets all serious and says that he'll protect her and the city. (Score 1 point for Nina faction. Nice little scene.)
She starts tearing up and yelling at him because he was late. She's also frustrated because she feels like she couldn't protect Zuellni. Then Fon-Fon calls the medics on her to get her patched up. She tries to resist, because she's the captain. He tells her to get everyone to evacuate, and find him a nen-i controller so he can finish the job.
He realizes that he can't finish the job without Felli, because he can't see all of the targets without hurting friendlies.
Nina asks him why he came back, and he explains that it was because of a letter from a friend in Grendan. (Leerin of course.) Nina says she's a little jealous of that friend, since her words had no effect on him at all.
As Fon-Fon is wondering if he should try talking to Felli again, she appears. She says not to get the wrong idea, she just happened to come by. He asks her to come here, and that's where he lifts her up in the air, and if you've seen those pages, it's the scene where he's holding her up the air, and bringing her close. (Well, it's a totally misleading way to just stick one page in and lead you on like that, but Felli +1 anyway.) He tells her he wanted her to come, he wants her to help him, and if it's not Felli helping him, then it's no good.
"Just this one time," she says to him.
The SCP is overjoyed to see him. Fon-Fon lays out his plan. It's simple-- get everyone out of his way, and let Felli and him do their work. He'll kill all of the larvae, then they'll kill the mother body. The other troops would be in danger if they got too close to where the FM were.
Naturally, the other council members freak out when they hear this plan, because they don't know anything, but Megane-kun says it's okay, and he pulls rank and approves the plan. The SCP uses Felli's nen-i power to broadcast a message to all of the squads that they have a plan, and that all of the student troops need to evacuate.
Then they start the Final Countdown 10... by about 6, someone bursts in, yelling that if they kill all of the larvae, the mother will go nuts and call in reinforcements if they don't kill her in 30 minutes or less. (Like the reverse of Domino's Pizza?) The SCP pretty much ignores him, because he knows Fon-Fon will handle it. He knows Fon-Fon is a pro.
As Felli is using her nen-i powers to visualize the battlefield for Fon-Fon, he's impressed by her abilities. Felli counts 982 larvae, and she's a little freaked out by the sheer number. Fon-Fon, however, laughs it off. One time in Grendan, they killed as many as 10,000 at a time.
Then jump to the evac shelters, where Meichi is crying, and Mifi is trying to get her to eat a sandwich. Meichi is worried about Naruki and Fon-Fon, and Mifi tells her to have some faith in her friends, and when they get back, make them some nice food.
Now one of the cooler scenes... Fon-Fon gets on top of the highest building in Zuellni, and rains down death on the bugs from the center of the city. Bug bits are falling from the sky, everyone cheers, except for whiny random guy, who's going on about the mother bug again, but the SCP says he has faith in Felli and Fon-Fon. Fon-Fon says it's fine, because he's going to defeat it.
Felli is overwhelmed by Fon-Fon's power, as she sees the lights representing living bugs wink out of her perception. But now she's worried about his safety, leaving the air filter means he's only got 5 minutes outside to survive. She doesn't want him to die while everyone else sits safely inside. Why is he fighting for them? He's doing it because he doesn't want people to die because he didn't act, and because he wants to protect his "senpai-tachi," (his seniors.) Felli doesn't like that term, and says that he's no longer allowed to call her Felli-Senpai. "Come up with another name." Needless to say, she doesn't like any of the names he suggests. Felli-chan? Rejected. Fellichi? Rejected. Felliyan? Rejected. Fellirin? Rejected. Felli-tan? Do you want me to kill you?
Felli... and when he calls her that, it strikes a chord, but she tries to cover up, because it sounds like he could add the -sempai too easily. He needs to say it with more affection, but it can't be helped. Felli is fine, as long as he says it with more affection. He has to promise to call her that when he comes back from killing the monster.
Then he jumps through the filter, kills the momma bug, comes back, collapses on Nina's chest, and passes out. Of course, Felli yells at him for passing out before calling her by her name like he promised. He mumbles something about Leerin and her letter, at which point everyone goes "Who?" and then the sun rises.
Then in the last little joke frame, Fon-Fon pukes blood all over Nina's chest as she's calling for stretchers. Lol.
Then there's a sequence where everyone is celebrating, Fon-Fon is in the hospital, then everyone is happy, smiling and so on, and then they make a group photo for Leerin, because if she hadn't written that letter, they'd all be bug food by now. Felli is hugging the sheep in the photo next to Fon-Fon. Sharnid is pushing Nina into Fon-Fon, and Mifi is pushing Meichi into him.
The next 3 chapters are called the The Last Mail From Grendan. Dun-Dun-Duuuun! It's an interesting mashup of a lot of different stories you've already seen in Regios, plus some new stuff. (Like extreme sheep shearing!)
I'll post a summary later. Right now, I'm wiped out.
