While the government official does act like the Japanese stereotype of the office manager who behaves like a medieval feudal lord, he does make a point. While Tohdoh and Chiba are trained, competent military officers, they do not have the ability to rally the people and cannot think outside the box (an over-used phrase, but an accurate one) to over come the superiority in numbers and equipment that Britannia had. In a more equal war setting, he might have achieved a stature akin to Ulysses S. Grant or Douglas MacArthur. But he did not and that provided a constant blockade to liberating Japan which was not a problem for Lelouch.
