This is a bit of hard to say, considering the ending situation...

In the game, the ending Luke was hinted to be Luke OR Asch. This is because of some scenes before the ending and implications in the end such as the hair that Ending Luke/Asch have IS Asch hair (no orange highlight when his hair grew long)
but his sword lugging style is of Luke's.
Some would even say that the most possible outcome is Luke fuses with Asch (as in, Asch body but Luke's mind). This is reinforced by what Jade was saying (something about replica being err... Something? The anime touches upon it though) in the place where replicas were created the second time the party go there. It's kept ambiguous to the very end though, Tear's reaction of standing on her place crying with her mouth covered with her hands (not sure if she was smiling or not), give us more confusion.
However, yes, the one who have romantic tendency to Luke would be Tear from all the party (to stretch the furthest though, Noel), and the story focus from the romance part of Luke (as little as it may be) to Luke's love interest,
only her. NataliaxAsch doesn't have much focus in the ending considering her story is completed, and she decided to move on some sorts.
It's very hard to say that Luke ends up with Tear, although I can safely say that her and Luke's love is reprocicated at the very least in the game (If I was right, Tear confessed to Luke just before his "end".)
