Oh, that's easy; CC believe she was responsible for Mao's current mental state. It is the classic "It's all my fault that I am a bad mother" syndrome.
In fact, I would lose respect for her if CC didn't take pity on Mao. Giving super powers to a nine year old child was a bad idea to begin with, and I believe CC now understand why.
