From what I remember from Alternative, Yuuko mentioned that first-generation ESPers were simply very, very gifted people trained by Soviet Union - then they were mated together to produce children with higher potential of ESP ability, or chance of it manifesting. When that was too slow, the Soviets took their sperm and eggs and basically bred people on industrial scale, in addition modifying the genome to make sure that desired ESP traits manifest. Hence the Artificial Wombs.
I'm also sure that it was said that Soviets had the technology to "speed up" the time required for fetuses to grow up...and since we're in Soviet Super Science zone, it's not much of a stretch to assume that Soviets might have tinkered with their genetics to allow ESPers to age faster. Cryska's and Inia's year of birth is not stated like Yui's (unless it went completely over my head), so there's the possibility of that. It wouldn't be a "soldier factory", but probably still enough to make a difference...but then again, the labs might have been overrun or deliberately destroyed (at least one Soviet scientist would leak Alt. III details to EU, if Chronicles is to be believed) or "spirited away" when Soviets made the general retreat.

Ok, went back to look for that part in Alternative just to sort this out.

Yes, they started with cross breeding slowly for a few generations, then to mass produce, they did artificial insemination and grew the babies in artificial wombs. Up to this point is still genetic engineering that is available in modern day technology, since 1 egg + 1 sperm = 1 baby still, and women only have a limited amount of eggs in their body from birth, which takes time to mature until puberty, when they can be harvested. They then tinkered with the esper embryos to make them stronger espers.
At no point were they artificially aged, so the time needed to grow a child to an adult is still the same.
So the theory of using flash cloning to get instant soldiers is not doable. As you said, they tried to overcome this by improving the quality of the pilot, through Sandek's Total Eclipse plan. If it works, we will see the rebirth of the desperate plan to grow artificial children.
And the Soviet Union... is a communist state... with all that implies... so they have to find more conscripts before they run out of women to reproduce people...
