He is giving chances for Earthers and colonists to win and survive. These tests are meant to not only share the suffering of despair that Vegan's call a daily life but to test if Earthers and colonists are worthy of survival.
Hence Ezelcant is a Social Darwinist. The weak die the strong survive.
