Metro-style apps (desktop apps should behave as they always do) are suspended only when they're still opened but no longer showing on your screen (not counting the thumbnail in the task switcher).

But if you close a metro-style app, then it behaves the same as a desktop app and is closed instead of suspended. (Although, depending on the app, it may still use some sort of a saved state.)

As an aside, even if the app is merely suspended and not closed, it doesn't run in the background. You should be able to verify this in the task manager by seeing that the cpu utilization of the app goes down to 0%.
