The Book of Law incident was their first major clash with the RCC, it's from there that the situation started building up slowly but surely so it's not wrong to say it's the start of hostilities.
It's said that Lividia sort of acted on her own, so officially the Queen's Fleet is the first RCC sanctioned attack on Academy City, after that with Vento invading the city, that's the start of
open hostilities.
