The people who play arty are going to hate things because everything got all around worse for them. And the people who don't care either way are still going to get frustrated by "useless" and "sucky" players on their team because there's nothing the arty can do.
So everybody loses. I can't imagine this being the whole story, perhaps there's something else. Maybe the current accuracy counts the distance the shell travels, and the new one counts the distance between where it was fired from -> where it lands. Maybe there will be a massive increase in the blast radius so that even though you miss every shot, you still do a little damage. The lack of price changes also makes me think that these are still a work in progress, I don't picture tier 10s being available for ~3.5 million when the patch goes live.
