Not sure, Cecilia is surely dead last(Rin doesn't count cuz he's never captivated by her :P). Chifuyu should be 2nd to last after Cecilia since her appearance in non-teacher mode is too little XD. Not sure captivates her more between Houki, Laura, and Charl.
