So in regards to you're hypothesis FriedRice rather then Hokuto being the mole planted in Youkai Academy ... in my opinion I would choose Kiria for that "job" rather then Hokuto, especially since near the end of the Snow Woman vilage arc, it has been mentioned in the manga, that Kiria and Miyabi know each other pretty well, which definitely means that they have met each other earlier.

It's possible that Hokuto and Kiria could have meet in the human world. Fairy Tale is an organization that reaches into both worlds. They might have recruited Hokuto saying that they could end his suffering in the human world and some other attractive things as long as he worked for them. It would partially explain why Hokuto and Fairy Tale have similar goals - preventing humans and youkai from coexisting.

It's just an assumption. I'm not saying that it's what really happened.
