Not full command, with sufficient willpower, the Armour can be controlled. You probably assumed all this Disasters were incapable of resisting it fully?
I mean, if Haru can do it, what's there to suggest that any other wearer with sufficiently strong will can partially, at least, override the lust for killing that Beast induces?
