The only things Luffy and Natsu have in common is that they are dim-witted and good-natured with enormous appetites (add pretty much every shonen stereotype here) which applies to almost every shonen protagonist. You could just as easily call Luffy a Goku clone and you'd still only be half-right.
With Lucy and Nami you're 100% wrong. Nami is disillusioned, toughened, always plays it cool, and has questionable morals. Lucy is entirely naive, idealistic, the butt of all jokes. They couldn't be further away from each other.
