From what I understand, Nathan thought since it's Saito he will do that. Kaede's suit has some sort of coating that can negate her copy power so her power won't changed the moment she touch a Next, except when the button was pressed.
The suit have the data from other Heroes so once Kaede have one of their ability, the suit will change its color and give image/style according which Hero Kaede touched. But when Kaede touched Koutetsu to try what the suit will look like, it doesn't do anything since Koutetsu is an ex-hero so the suit doesn't have his data.
