He (and his family) was just an observer. As it was explained, they get limited information on what CB does, but not on their inner workings. And they definately doesn't seem to have anything to say in what they do... at least as long they don't agree all on the same matter.

What he says is one thing, what he and his family actually knows is another. The Corner family has been trying to undermine Schenberg's plans for a couple of centuries. Thus they'd need their own intelligence and counterintelligence operations if they're to have progressed to the phase to which they've gone now. We know Alejandro is an Observer; but obviously not your normal one though, as he obviously had the means and the knowledge to pull of something like getting to the top secret location of Veda's hiding place.
