Actually, Sakura is the strongest of the lot, mentally at least.

As Rin says in HF, she doesn't think that she could have held up anywhere near as well under Zouken's training. Despite all the abuse, and despite expecting Zouken to torture her for the rest of the war, Sakura was still able to refuse to fight.

Fate and UBW had female leads that were on the frontline, but HF was pretty much playing the 'pity poor Sakura' card for the majority of the route, which made most of the route a drag to get through.

Yes, it was, but it's not her fault.

She's not well, thanks to Zouken's worms, so she needs his help to get better. Plus, she doesn't have any way to fight back against him, because he can torture or kill her on a whim using his worms.
