To be honest, I don't like it when a story pulls the "it's all an illusion" trick on me. It's cheap, especially if it is done for an entire episode. But that seems to be what is happening here.
I just don't see Sasami's mum being able to do any of what she did, unless Susanoo practically let her borrow his powers from the land of the dead. It is much more likely this was an elaborate illusion.

Given what she said, it sounds like he DID let her borrow his powers. This whole situation was an elaborate attempt to attack Amaterasu. Sasami's mother was just a convenient tool to that end.
