I think Hazake has been pretty honest and I can't see her as particularly manipulative. Anything circumspect concerning her powers or current position is something I think she's not fully aware of rather than something she's simply keeping from the main duo to manipulate them.
Aika is a bit harder to say. It is possible she's manipulative but it's also possible that she acts the way she does because she's possibly in the same boat as Shun from Shin Sekai Yori in that she simply knows more but can't say.
