Episode 21 indicates very little in the way of a bond. You saw how contemptously he treated her in that and the following episodes. He wouldn't listen to her, he believed every word Leon told him about her being The Ultimate Evil and resolved to kill her because he wanted to look like a grown-up and not just some silly actor.
