It's most, not all TV Tokyo's titles get streamed. CR doesn't simulcasting Aquarion EVOL even though it is also TV Tokyo's title.
Though I'm still hoping this is one of the titles CR going to announce today.

AFAIK no group planned to do this series and most existing group seems to hate shoujo series.
