i know there hasn't been enough info to go on, but as far as we know, is Euro Britannia actually part of Britannia, or is it more like a puppet government (Manchukou/Vichy France system)?

I ask because the main japanese website categorizes most the Britannia characters in Euro Britannia while Suzaku is categorized in Britannia.
