Minor nit-picking: foreign students have been mentioned before, some in Tokiwadai. Tokiwadai was stated to accept foreign students in Vol8 (or 5?), and once almost sparked a international incident for refusing a member of a royal family (dunno which country though, but chances are it's not UK seeing the three princesses there are all over 24) entrance into their school.

Well then, I guess they don't need to sneak in.
