One more thing to remember is that
only the person holding the Dominator can hear that directed voice informing them of the target's CC and the mode that it is put into as a result. All the principal would have seen is an Enforcer pointing a gun at a student for (apparently) no good reason.
As others have noted previously: Akane's lack of knowledge of how the Dominator works really demonstrates how little the average person knows about the police and criminal system. How the principal reacted here is completely in alignment with that.
