Akane might not follow the same path as Kogami but I do think his quest to catch Makishima will probably draw her in as well. She might ultimately help him and they might catch Makishima. Or perhaps both Kogami and Akane will become more consumed.
Hence I don't really see Akane phased by nothing. She has a level head on her shoulders that's for sure but I still feel Akane will somehow become intertwined in this Makishima/Kogami thing to a dangerous degree (in fact even the opening imagery makes me think that).
I hope that Akane has a good end though, just because she is a smart & intelligent woman and we need more of those as protagonists in anime. I don't mind if she falters along the way though.

I agree with you on Akane definitely being interested in Kougami. And I think it's
mostly a mix of professionalism and Akane's basic empathy. In other words, I think there's a light touch of romance to it (I think that Akane finds Kougami physically attractive and also finds his overall personality arousing in some ways), but that's not the
main factor in Akane's interest in Kougami. At least not yet.
I think that what Akane finds perplexing and interesting about Kougami is how he's
so very different from her in some ways, and yet remarkably similar to her in other ways. Akane sees a lot of herself in Kougami in spite of their obvious differences, and I think that both scares and fascinates her a little.
As for my take on where I think Akane will go overall...
Spoiler for Madoka Magica and Fate/Zero comparisons:
If you look at Gen's body of work, I think that there's a certain gradual evolution there. I think there's a certain type of protagonist that he might be veering a bit away from (think Kiritsugu Emiya), and a different type of protagonist that he's veering towards (think Kaname Madoka).
With this in mind, I go back to the similarities I noticed between Akane and Madoka. I think that Gen has grown fond of this exceptional sort of protagonist that both cares deeply for the world around him/her, yet is somehow a bit apart from it as they carefully and cautiously work out their role relative to that world.
If you keep looking at the philosophers that Gen has quoted in this work and his recent works, I think that Gen is leaning towards very thoughtful and self-reflective protagonists that take the time to examine their own lives, and the societies that those lives are part of.
I believe it was Socrates who said "An unexamined life is not worth living". And increasingly I see Gen favoring the thoughtful protagonist in his works; the protagonist that is willing to change and adapt.
Contrast Madoka with Sayaka (as much as I obviously love Sayaka, it's clear that Gen takes a dim view on her generally unflappable stoicism and very strict moral values). Also contrast Waver Velvet with Kiritsugu Emiya, Saber (Fate/Zero), and Kariya.
When a protagonist meets with some semblance of a happy ending in PMMM or Fate/Zero, it's usually because that protagonist demonstrated flexibility and a willingness to adapt.
With Akane, I see that same potential for adaption and change. Akane is like a sponge just carefully soaking up what Gino and the Enforcers tell her, and also soaking up everything else that she's learning about the world around her.
I think that Akane is going to go down a "Kaname Madoka route". I think as the problems of the Sibyl System are slowly but surely laid bare to her (much like how the problems of the Puella Magi were slowly buy surely laid bare to Madoka), Akane will become an indispensable key in "solving" the main conflict of this world (again, much like Madoka).
Will it be a perfect solution? No, Gen is not such an idealist. But I do think Akane will bring important, and arguably necessary improvements to this world. But I definitely do think she will suffer some tragedy and lost along the way. At least some of her colleagues will die, I think.
With Kougami... sad to say, but it would actually be to his benefit if Akane doesn't get too "serious" with him. IIRC, Gen doesn't like writing romance much, and I can tell that romance is not exactly his strong suit. If Akane and Kougami are nearing a romance, I also have a hard time seeing it ending well. I'd like to see it end well, partly because I think that would represent a real positive growth as a writer for Gen, but I think this may be an element of his writing style that he can't break from.
