I think Restia only hid to the extent normal people didn't know her. It would have been easy for actual spies to learn her true form.
That said, her line is hilarious since the wounds not only did not come from her, but Kamito and Restias only memory of her is a vague "oh yeah, she was trouble." Arrogant little brat, isn't she.
