Correct, I think it's been established that even when he acts as Lelouch's brother he's rather unsociable. He doesn't know the SC, nor does he have attachments to them. That's why he was surprised when Milly mentioned his name in episode 7 on the roof, as far as he knew he had no such connection to them.
