The objective was unlikely to have another Student Council President to face off (though it is a natural aftermath of their actions). It was solely based on the premise that Kanade is an Angel and that being the closest to god would be their primary target in order to have a lead to God.
For them, before this portion of the story, there was no stronger "enemy" than Kanade, and considering how things were going, it is very unlikely that Nao was anything outstanding before being promoted as the president.
