Nothing in the chapter contradicts Millianna's story. Nothing says that Kagura was not a wizard when she met Millianna, or that Kagura had not joined a guild before meeting Millianna. It's entirely likely that Kagura joined a guild to gain the power and resources to search for her brother, then encountered Millianna, learned of his death, then swore vengeance and turned towards gathering the power to do that.
