The bullying is a vicious cycle:
1. Having Japanese blood in her vein but can't speak Japanese... Marked Shion for bullying.
2. Not very skill in IS piloting which continue to put her on bully list.
3.The maintenance branch sabotage her training IS by doing half heart-attempt and blame the shoddy work due to "miscommunication".
4. Due to poorly-tuned IS and average skilled.. the cycle repeats from number 2.

The reason why the teacher don't care about the bullying: They don't have the time to deal with it...
They need to get personal IS user ready before the next competition.(Call it elitism but they really need to get them ready or they will get sued by the rep's sponsors)
Chifuyu and Maya don't really care much about sponsors but..... they are busy too.
They have to write report every time the canon girls deploy their Personal IS (except for Houki, Akatsubaki is her IS and she don't need permission for that and Rin (doesn't belong to their class).) outside the permitted areas.
Edit: which make Cecilia using IS for Cooking not that funny....
